U.S. Representative Barney Frank
will hold a press conference this morning to discuss legislation he'll introduce to repeal the Unlawful Internet Gambling Enforcement Act. Rep. Frank has described the UIGEA as a "great mistake", and the introduction of this bill could the first step toward Congress correcting this mistake.
Of course, this does NOT mean that a repeal is just around the corner. As reported by
Politico.com, this is still a long-shot. According to Patrick O'Connor's piece on the subject, Rep. Frank is going to let outside groups do the heavy lifting to sell the bill to Congress--which means that organizations like the
Poker Players Alliance have to make their weight felt in this fight.
If nothing else, this legislation will put the ban on online gaming back in the public eye. It's likely most Americans know nothing about the provisions of the UIGEA--after all, thanks to the machinations of former (!) Senate Majority Leader Bill Frist the merits of that bill were never debated by Congress, and it was passed only after it was tacked onto a port security bill. When they hear the facts, will Americans be outraged that their rights were stripped away thanks to some legislative sleight-of-hand? In Washington, the times, they are a-changin'. Let's hope Rep. Frank's bill is the first step toward getting the UIGEA repealed.
